called to order at 7:01 p.m. Student
Advisor Madison Wolfert from CVHS was introduced, who in turn introduced her
family.

Discussion/Action Items
1.
REPORT ON THE FIRST WEEK OF SCHOOL: Information/Discussion
Dr. Farley began that this is our 48th
year as a Unified School District and our 162 year anniversary with a San Juan
school. A presentation then followed on
the Enrollment, Facilities, Staffing Programs and Areas of Focus within the
district.
Enrollment – There are 14 schools in
positive growth at the Elementary level.
There is a decline of 158 students at the E.S. level a (-.7%) loss which
is less than projected. As a district
total decline in enrollment is 371. Day
One saw 50,130 students at CUSD schools, 50248 on Day One last year.
Facilities – This Summer saw the
completion of Bleachers, Track and Press Box at SJHHS. The MPR at Newhart M.S. was completed on August
17 and work continues on the Theatre project at CVHS. Building, Walls and Roof are up with a
projected completion date of April 2013.
Staffing – Beginning June 28, CUSD
hired 459 teachers, nurses & counselors.
405 were previously laid-off. 138
returned to permanent status, and 54 new teachers. 43 Classified employees were recalled and 80
openings were created from retirement.
Management saw the hiring of 2 Elementary School Teaching Assistant
Principals, 5 E.S. Principals, 1 M.S. Principal and 1 Principal at Adult
Transitional Ed.
Programs – The Mandarin immersion
program is underway at Bergeson Elementary and a video clip was shown profiling
the students and program for the 2 kinder and 1 first grade classes. The program also includes two fee-based
preschool classes. The program currently
serves 95 students, 15 of which reside from outside the district. To date $96k has been raised by the “Friends
of MIPS” to support the program.
Transitional Kindergarten is underway
with three classes at Bathgate Elem, Crown Valley Elem and Truman
Benedict. The program currently serves
111 students.
Capistrano Home School – formerly
CHOOSE, and encompassed the new Capistrano Virtual Academy is serving 90
students in grades K-8.
Cal Prep Academy, the new virtual
High School that promotes a virtual learning environment, is currently
enrolling students and of the population, one third resides outside the
district.
Key Focus Areas – Continues to be
Achievement for All, utilizing the ADD initiative (Academic Design and Delivery)
which incorporates SIOP and PLC (Professional Learning Community). Common Core Standards are being transitioned
now for the next two years. Common Core
focuses on enhancing rigor and relevance within the curriculum.

Hatton and Bryson.

Memorandum Of Understanding with US Fish &
Wildlife Service, National Park Service & SDSU Field Station Programs: Discussion/Action
The Sea to Sea program that includes
virtual field trips and piloted this past year at nine schools was deemed a
success. It involved various Parks and
grades K-12 explored the theme of “water”.
Collaboration took place to make sure technology was best employed to
give students a maximum exposure to a new kind of learning. Surveys of students indicated a positive
experience and a wish to continue expansion of the program. From 14 – 18 Elementary schools, 20 Middle
schools and 6 high schools.
Comment by Trustee Hatton that
partnerships must be developed with post-secondary institutes, government and
businesses to find more opportunities to bring learning opportunities to our
children.
Action: Motion made by Alpay/second by Bryson Vote 7-0 in favor
2A.
Addendum – Consideration of Elimination of Board of Trustee Stipend for
2012-2013: Discussion/Action
Exhibit 2A was also introduced as
requested by Trustee Palazzo with the Governing Board compensation information
of Orange County school districts. The
information was compiled by staff at her request. Public Comments were made by three members of
the audience representing 10 men of San Clemente. Trustee Palazzo read a prepared
statement. Discussion ensued regarding
the amount of time and resources spent on this issue and the timing. Trustees Hatton, Addonizio, Bryson and Alpay
also made statements on the issue.
Action: A motion was made by Trustee Addonizio to
keep things at their current level in order to move forward. A subsequent substitute motion was made by
Trustee Alpay, second by Bryson to reduce compensation by $50 per month. (Resulting in compensation of $325/mo.) The
motion passed 7-0 in favor.
